Description of the training

The main objective of the training part of Doctoral programme is to train graduate engineers with a strong mathematical background to develop and have them apply their skills to solve real life advanced open problems in their domain of engineering, using the most efficient computational tools and appropriate mathematical models.

By the end of the training, students should be able to:

·         elaborate multi-physic and multi-scale original models at the appropriate level of abstraction starting from a sketchy description, in the language of their domains: electrical or mechanical engineering, physical, chemical or bioengineering;

·         reformulate it as a solvable, well posed mathematical problem;

·         carry out any useful mathematical analysis and optimisations;

·         select or develop appropriate innovative numerical algorithms to discretize and solve the problem;

·         understanding how to write a professional computer program which solves the problem, and

·         interpret and present the results to the scientific community or to an industrial client.

The fellows are trained to successfully communicate with teams of engineers, physicists, computer scientists and/or mathematicians, to solve large-scale, complex and difficult practical problems.

All courses are taught in English, however it is expected that after three years the fellows be able to speak Romanian, and will be supported in this effort.

Besides the scientific knowledge and technological competencies acquired during the regular lectures, the training and the involvement in the research teams will pay a special attention to personal skills necessary to become a successful scientist:

·         Perform a scientific investigation independently

·         Being creative

·         How to obtain scientific information

·         How to co-operate with other researchers and to work in team

·         How to perform experimental research

·         How to comply the code of professional ethics (e.g. IEEE code of ethics)

·         How to build a strong research carrier.

Description of the research project

The research project aims to the development of adequate mathematical models and numerical schemes, and their implementation in a software demonstrator platform dedicated to this complex problem of nano-Electronic Design Automation (nEDA). The platform will allow the coupled simulation of semiconductor (DD- drift-diffusion) devices, interconnects, circuits, electromagnetic (EM) fields and thermal (TH) effects in one single conceptual and software framework. It should be noted that thermal and cooling analysis requires CFD (Computational Fluid Dynamic) analysis as well. The nEDA platform will also allow the comparison between results of simulation and measurement, in order to validate the new developed methodology, using suitable benchmarks.

The nEDA platform plays a double role. This platform allows testing of mathematical methods and approaches, so as to assess whether they are capable of addressing the industry's problems; on the other hand, adequately education of young researchers by obtaining immediate hands-on experience for state-of-the-art problems.

The nEDA platform does not aim at replacing existing industrial or commercial codes. However, it will be capable of analyzing medium-sized coupled problems of industrial relevance, thus offering a chance to develop advanced mathematics for realistic problems. Such a platform is urgently needed for academic research, since it provides a natural test-bench with state-of-the art models and parameters from different domains rather than scholastic simplifications. At Politehnica University of Bucharest we successfully developed a similar platform, called ROMWorkBench. It is dedicated to a restricted scope: the reducing order modeling, but the impact was over our expectation. The framework (standard API- Application Program Interfaces) of the new nEDA platform will be the same used by the Comson RTN, and it will serve as unifying environment to blend all separate achievements in the following domains:

·         MOD: Modeling of electronic (DD), electromagnetic (EM) and thermal (TH) phenomena.

·         SIM: Numerical simulation, covering device simulation (DS), circuit simulation (CS), interconnect simulation (IS), and electromagnetic simulation (EM) using the PDAE original technique based on coupled simulations of DAEs and PDEs.

·         MOR: Model Order Reduction.

·         OPT: Optimization.

This way, another benefit of such a platform will be the collection and comparison of the knowledge about models and methods, which are widespread distributed over the different nodes of the research and training network (RTN Comson combined with SCEE joint European Network). Thus gives excellent opportunities for transfer of knowledge and mutual stimulation of new research.

The validated algorithms and the resulted modelling methodology represent a very valuable knowledge, the kernel of the new design tools, to be integrated in the next generation Electronic Design Automation (EDA) flow of RF nanosystems with RF re-usable blocks.

The research project is the next step, after the successful FP5/IST- Research project entitled  Compact modeling of on-chip passive structures at high frequencies (www.imec.be/codestar).

Transfer of knowledge (ToK4nEDA Project)

The specific objective of the ToK4nEDA project is to provide IT support for the all nEDA projects. In this respect, advanced hardware/software/networking HPC solutions, based on grid technology will be installed for these purposes at the host location. The local staff will be trained in the frame of the ToK project, aiming to integrate the new solutions in their on-going nEDA projects. The defined objectives will be implemented through the recruitment of external 3 experienced researchers, who will be hosted by Politehnica University of Bucharest (PUB). The fellows will be hired to join the existing research teams and to transfer to them knowledge and competences in the precise defined areas. Thus shortage of knowledge will be covered, in the benefit of the host and Community.

To cover the specific needs for knowledge transfer at PUB in the area of HPC for CSE, SCEE and nEDA minimum three in-coming fellowships, having different profiles will be hired:

In order to obtain the maxim impact at the host and the best employment stability (imposed by the Commission Recommendation on the European Charter for Researchers 2005/251/EC) the optimal length of their appointment is aimed to be up to 2 years (maximum allowed by ToK).

The practical actions planned to implement the knowledge transfer within ToK-4nED project are:

Benefit to the fellows

Fellows will be encouraged to consolidate their career by attending job interviews/fairs, professional associations' activities, additional courses, international conferences and seminars or any other flexible planning of the research training process. Individual training paths, appropriate to personal needs are a must. Involving our fellows in training activities such as international workshops, conferences or summer schools (at least once a year) will contribute also to match the target researchers' needs. The host institution will provide financial support participation in one international scientific event, each activity, aiming to add

credits to their CVs. The training within the proposed program and involvement in an advanced research project generates a series of benefits to the career of ESR. The internships in the most important European semiconductor companies give to fellows the opportunity to obtain excellent jobs, after their doctoral graduation. Besides scientific benefits, we also foresee cultural and social benefits. The fellows will have the opportunity to learn about and understand our traditional and contemporary culture, to learn our language and discover an emerging economy, a changing society and charming landscapes.

We do not want to create narrow experts, but we want to train researchers with a highly interdisciplinary knowledge, skilled for the challenges of the new century.

Applicant requirements and the recruitment procedure

Applicants should have an academic background adequate for Computational Science and Engineering, but it is not necessary to be a graduate in Computer Science or Engineering. It is important for them to have knowledge in mathematics and experience in solving problems with computers. Professional work experience in related fields will be considered merit.

Applicants should have completed their undergraduate studies (B.Sc., B.Eng. and Master, MSc or equivalent thereof) in any branch of engineering, computer science or applied mathematics totalling at least 300 ECTS credit points, and they should fulfil the conditions to be an eligible researcher for EST fellowship (for details, please see The Marie Curie Handbook available at http://fp6.cordis.lu/), e.g to be Early Stage Researchers – ESR (no more than four years of experience, after the graduation). Candidates from any EU member or Associate State are welcome to our CSE programme. A maximum of 30% of the number of funded researcher-months could be appointed for researchers coming from “third countries” (non-EU): Israel, Moldavia, Serbia, Russia, China, USA, Brazil, and many others.

To apply for an open research/training position the candidates should submit the following documents in electronic format (originals may be scanned):

·         completed application form (see Appendix),

·         CV - see http://europass.cedefop.eu.int/europass/preview.action?locale_id=1 for a model, and list of the published papers (if it is the case),

·         Diploma supplement and transcript of degree examination marks,

·         an academic reference,

·         ID card, birth and marriage certificate (if it is the case),

·         evidence of English language qualification (non-native English speakers only).

The first three documents on the above list should be submitted by e-mail to lmn@lmn.pub.ro  (or by registered post to Prof. Daniel IOAN, UPB, Spl Independentei, 313, 060042 Bucharest, Romania), before the application deadline, and the rest of the documents may be submitted during the interview.

The best-placed candidates (assessed by admission committee) are invited to an interview (the travel expenses will be covered by the organizers). The selection of ESRs will be namely on the basis of: aptitude to carry out individual projects, potential for excellence, scientific quality, impact and the benefit of the proposed research training to the individual fellow's research career. The internationally comparable assessment procedure based on applications and interviews will ensure transparency, impartiality, and equal supportive treatment of all applicants.

This recruitment strategy is based on the principles of The Code of Conduct for the Recruitment of Researchers (2005/251/EC), about selection, transparency, judging merit, variations in the chronological order of CVs, recognition of mobility experience, recognition of qualifications, and seniority.

The low participation of women, minorities and persons with disabilities in the IT work force is cause for concern and even alarm, and a goal of increasing their level of participation is implicit across all PF6 activities, including our projects. The principles of equal opportunities will be applied, in particular between men and women. At same qualification, women will be preferred. Eastern European countries have good records regarding these principles. Thus, according to EC document "Key Figures 2003-04", Romania has 42.8% female of all researchers (The EU average is 27.2%). This is why among our teaching staff the ESRs will frequently encounter women. Romania complies with Directive 92/85/CEE regarding the mother protection. The talented people, especial women are welcomed to study in Romania as Marie Curie fellows. Please don’t hesitate to contact our counselers-team and ask questions related to child care, mobility demands, integration into female networks, cultural and regional aspects, etc.

Personal Career Development Plans

To maximise their personal benefits, ESRs will take courses and they will carry out research towards the Doctoral degree, according to their personal plans. The EST programme has a great flexibility, in order to be appropriate to each ESR career. Moreover, if a fellow has the knowledge covering any course from the proposed CSE curriculum, proven by ECTS obtained in other universities, that course can be exchanged with another optional course or a research stage.

All ESRs registered for Doctoral studies are appointed to a supervisory team, consisting of: an academic supervisor (a second one is appointed in the case of joint doctoral degree), a mentor who gives primary research training support, and an international assessor who is informed of and provides advice on research training progress. Before the beginning of the programme an individual training plan is set-up by ESR together with the supervisory team, in order to aid in the provision of the research-training programme that best suits the needs of the early-stage researcher. This plan should be appropriate to her/his background in CSE and to describe the research training activities aiming to match career objectives of each ESR. Based on it, a written agreement is signed by ESR and PUB.

Meetings of the ES researchers with their supervisors

ESRs has access to supervisory team members by e-mail any time. The restricted part of the web-site will provide the support for a collaborative work. The members of supervisory team of each fellow will monitor the personal progress, according to the individual plan by weekly discussions. Each semester, the ESR will submit a progress report to her/his supervisory team. After analysis, the team can give advice to the fellow or even propose changes in her/him individual training plan.

Facilities that will be provided to the ES researchers

Upon arrival at Bucharest, the ESRs will receive the support of the administrative office, for finding a first-period lodging as well as some instructions for the every day life. The PUB/CIEAC will provide ESRs the best facilities, a European level research environment and high standard social life. The office will have at least 10 sqm/fellow, a personal desk, international telephone access, PC connected to Internet, access to: laser printer, fax, copy centre (with a reasonable consumable limit/month, additional costs will be supported by the fellow); HPC system; experimental facilities and library. ESRs will receive (or share with other staff members) also laptop computers, to be used for presentations and for working and keeping contacts with supervisors, when they will travel home.

The research training process and organisational management, including practical arrangements, have as main objective the maximum benefit for the fellows' career. The involving our ESRs in training activities such as international workshops, conferences or summer schools will contribute to match the target researchers. The host institution will provide financial support for EST participation at least one international scientific event, each year of stage. ESR will be encouraged to take care of their career, attending job interviews/fairs, professional associations activities, additional courses, international conferences and seminars or any other activity that could add credits to their CVs.

Fellows will have access to parking places, cafeteria and sport facilities on PUB campus (tennis, basketball, football, athletics, fitness, etc.). The mountain (with sky facilities) is not further than 150 km and the seaside at 250 km. Reaching other European capitals takes one to three flying hours and cheep flights are available.

Our country capital is a city with more than 2 million people, and therefore many cultural activities take place each day. With her/his EST stipend, the ESR will have a high level of living standard. The personal security risks are not higher than in other European capitals. The short-stay ESRs may be hosted at University guesthouse and doctoral candidates may rent flats with 1-3 rooms, not far from the university campus at very convenient prices. Their spouses and children may accompany them. Even mothers may continue their studies in Bucharest and to rise their children, regardless their age. According to Romanian law OUG265/2000, a visa for European citizens to enter Romania is not required, and they can stay any duration. Fellows will receive a residency permit, renewable annually (Law 123/2001).

The long stay fellows are hired by 36-months fixed term employment contract while the short stay are paid by tax-free stipend. All fellows have full health and social security coverage.

To conclude, the management team of the project has decided to take care about all practical details, in order to implement very successful research training, with positive impact, from all points of view, not only scientific, but also individual, cultural and social.

Description of the host institution

The host institution of the proposed programme is "Politehnica" University of Bucharest (PUB), Romania. It is not only the oldest technical university, but also the largest one in Romania. With over 180 years of existence, PUB represents one of the reference institutions for the Romanian higher education, being the main source of engineers trained at Bachelor, Master and Doctoral levels. As a member of EUA (European Universities Association) and CESAER (Conference of European Schools for Advanced Engineering), PUB pays special attention to international co-operation, unfolding more than 85 agreements with similar universities, mainly from Europe and the United States. The university is structured in 14 Schools (Faculties) covering fields of electrical, mechanical, chemical, bio engineering, material and computer science. Foreign languages (English, French and German) are used in teaching, within one of the Schools.

PUB has a high capacity to provide mentoring and tutoring of ESRs in CSE, at international level. The number of professors authorised to supervise PhD is 307 (133 in fields of electric engineering, 25 in computer science, 4 in mathematics, 4 in physics, 46 in applied chemistry, the rest covering mechanics, bioengineering and materials science). The total staff number is 3150 in teaching and research, 1846 administrative and technical staff. More than 20,000 undergraduate students are enrolled in PUB and 2678 postgraduate fellows are preparing their Master and Doctoral thesis here. PUB is placed in a green campus, having more than one million square meters, on both sides of the Dambovita river which cross Bucharest, 150,000 square meters of buildings and 12,000 places in student hostels (please see the image gallery above). Politehnica" University of Bucharest, and particularly the research groups involved in these projects, have the full capacity to provide mentoring and tutoring to EST fellows in CSE at European level. Our teaching staff has the readiness and the openness to provide CSE training to foreign fellows, in an international, high level learning and research environment.

Relevant international collaborations

"Politehnica" University of Bucharest has participated in all European important programmess dedicated to human resources development, such as: TEMPUS, SOCRATES, ERASMUS, TEMPRA or LEONARDO. It is an active partner in many international research projects in the frame of the COPERNICUS, PECO, FP5 and FP6 programmes.

A relevant early European co-operation was within TEMPUS JEP 2717/1991-93 and JEN 2717/1993-95 projects, dedicated to the postgraduate training programme in Scientific Computation in Electrical Engineering (SCEE), at Master and Doctoral level. The curricula and first textbooks of this programme were elaborated with precious assistance from our European partners. The main outcome of this project was the opening in 1992 of the first international postgraduate programme in SCEE at the "Politehnica" University of Bucharest. Some of the most prestigious European Universities were involved in this project (considered by the European Commission as one of "model" TEMPUS I projects). A dedicated Joint European Network (TEMPUS JEN) followed it. This network was extended and now it supports the present projects, including research groups from:

·         Budapest University of Technologyand Economy (H),

·         Technical University of Sofia (BG),

·         National Technical University of Athens (GR),

·         Technical University of Graz (A),

·         Universities of Catania, Regio Calabria and Naples (I),

·         Technical University Darmstadt (D),

·         University of Wuppertal (D),

·         University of Rostock (D),

·         Technische Universiteit Eindhoven (NL),

·         Institut Superior Tehcnico Lisbon (P),

·         Delft University of Technology,

·         University of Bath (UK),

·         Royal University of Gent (B),

·         Institute National Polytechnic Grenoble (F).

These institutions provide members for the International Steering Committee, visiting professors for courses from "core" module, Doctoral Graduation Committees, and Supervisory Teams in the joint degree cases.

The first High Performance Computing (HPC) system was installed in our university in 1999. The World Bank financed this project, and using that opportunity, we established a bridge and a communication channel with the HPC American community, in particular with research groups from University of Illinois, George Washington University, San Diego State University, Stanford University, Berkeley University, CALTECH, University of Iowa, University of Maryland, Arizona State University, Carnegie Mellon, Columbia University, Cornell University and Duke University. All of them are running training programmes in CSE at MSc or PhD level.

Another opportunity to establish world-wide co-operation was due to our positive answer to the invitation to get involved in the research and higher education projects with the Japan Society for Applied Electromagnetics and Mechanics. This way, we have established a partnership with advanced research groups from Tokyo University, Hokkaido University and Tohoku University. All these international co-operation relationships have given us a clear understanding of the global trends, research opportunities and limits of CSE. Many members of our groups have been invited for research or teaching stages in above-mentioned universities.

In the projects are involved following industrial partners:

·         Philips Research Laboratories, Eindhoven (NL),

·         Infineon Technologies, Munchen (D),

·         ST Microelectronics, Catania, (I),

·         Austriamicrosystems, Graz (A),

·         Interuniversity Micro-Electronics Centre (IMEC) Leuven (B),

·         CST Darmsadt (D),

·         MAGWEL, Haverlee (B).

These institutions provide members for the International Steering Committee, Doctoral Graduation Committees, and places for internship stages in industry.
